With the boat in the water and all switches off, hook a meter to a battery ground and touch the positive to a steering ram or other part of the engine (engines in the water). Alolng with conehead's suggestion, I would add:

5,000 gallons of fuel
A few hundred trips

In my experience, the charter pays when the trip is over. If the charter captain doesn't get caught, the typical client won't know any difference and will pay. If the captain gets caught, well then, I don't suppose the client would pay. I don't think you can depend on the customer or the other chart...

I recall a local story (not newspaper... gossip) about a popular local charter captain that put together a tournament.... Day of... here comes the law and many, many were busted for lack of permits.
